Developers in search of paradise isles with unblemished sands and pristine, coral-fringed waters have found a new and exciting prospect in the Arabian Sea off India’s Kerala coast. The largely uninhabited Lakshadweep Islands have been all but cut off from foreign tourists for decades, except for those who visit aboard dive cruises.

However, in March 2014, the Indian government announced that it would open three of the “Virgin Islands” – Thinnakkara, Suheli Par and Cherium – exclusively for tourists under a public-private partnership (PPP) model. Plans call for a “high-value, low-volume” tourist destination similar to the nearby Maldives that will protect the fragile ecology while finally opening these previously off-limit islands up to intrepid sand-and-sea explorers.

KUONI holidays has now started advertising the destination with bright colours and big promises for unforgettable holidays in an unspoiled part of the world. 

It is vital that the approach to tourism is done so in an environmentally, economically and socially sustainable manner to ensure that the previously “Virgin Islands” of the Kerala coast don’t become ‘overrun’ by tourists and as a result suffer from the negative impacts of tourism as opposed to the positive. It is also important to consider the role that destination analysis plays in trying to marry together the relationship between tourism, sustainability and the environment.

Produce a 2000 word (+/-10%) case study which assesses the role that effective destination management would play to ensure that tourism to theLakshadweep Islandswould be developed in a sustainable manner.

You must recognise the importance of sustainable development for the three Lakshadweep Islands. Why should they be developed in a sustainable manner? Why is this important?(LO4).

Assess the positive and negative impacts of developing tourism in this area by exploring the complex relationship between tourism, the environment and sustainable development. These forces often work against each other during the development of a destination as what the tourists demand might not be beneficial for the environment, and sustainable development may require for additional guidelines to be followed which may mean that development may take longer and therefore the arrival of tourists may be delayed. (LO2).

Explain the purpose of producing a sound destination analysis to help to ensure the sustainable development of the Lakshadweep Islands to receive tourism for the long-term future (LO1).

Examine and appraise a variety of data measuring and assessment tools which would measure tourism impact on the Lakshadweep Islands.E.g. tourist volume and expenditure statistics. Consider why these types of data would be useful for measuring the impact of tourism in the Lakshadweep Islandsand what do they show? E.g. rapid increase in capacity, short length of stay, poor or good expenditure levels.(LO3)

You are required to write a report where the word Count will be 2000 + / – 10%.

Remember to support your concept / academic argument with an example as it allows the reader to appreciate the rigour and your understanding of the task.

There always is a requirement for the argument to flow in a sequential manner.The case study will be presented in the form of a traditional report, therefore it will include an executive summary and recommendations and can include headings and tabulated information. The case study element refers to the way in which the report is written. It is to focus on the destination in question and find the solutions to the issues outlined in the brief.

In all cases the report should be more than descriptive collations of individual submissions or library material (sources should be referenced in detail, notions alone are not acceptable); should illustrate relevant aspects of theory and accepted practices, and demonstrate thoughtful analysis and discussion of key issues. Marks will be lost of the report is poorly presented, structured or written.

Produce a 2000 word (+/-10%) case study which assesses the role that effective destination management would play to ensure that tourism to the Lakshadweep Islands would be developed in a sustainable manner.

The key word in this brief is assesses. You must make sure that you assess the role of effective destination management in your work. 

Definition of assess: to judge or decide the amount, value, quality, or importance of something.”(Cambridge Dictionary 2017)

The case study is the Lakshadweep Islands. Your work will be set out in a report format.

Please remember to use good quality academic sources to support all of the points you make in the case study! This is VERY important as it has a direct impact on your marks. Also try to synthesise your thoughts throughout and remember to be critical of academic models and theories noting their limitations.

To start with give a background to the islands, this can contain appropriate pictures, maps, etc. and introduce the purpose of the case study. Could apply the TALC model (session 5) to depict what stage the destination is in. You may also wish to identify the push and pull factors of the destination also (session 9).

You must recognise the importance of sustainable development for the three Lakshadweep Islands.Why should they be developed in a sustainable manner? Why is this important?(LO4). Here you could consider applying some of the following models: The Three Pillars of Sustainability (session 1), Muller’s Sustainability Pentagon (session 1), Continuum of Sustainable Tourism – consider where they sit on the model now and where they would like to be (session 2). Could also refer to the UNWTO Principles of Sustainable Tourism here too (session 2). Consider what I said in class, these were previously ‘virgin islands’ they need to be developed in a sensitive and sustainable manner. If not, then they will become ‘used up’ and potentially victims to ‘over-tourism’. What long-term impacts might this have on the destination if this were to happen?

A destination analysis can be considered as the beginning of effective sustainable destination management. Explain the purpose of producing a sound destination analysis to help to ensure the sustainable development of the Lakshadweep Islands to receive tourism for the long-term future (LO1).

What might effective destination management consist of? Give examples of other destinations that manage their destinations effectively. It is mentioned in the brief that they want a high-value, low-impact approach to tourism. What does this mean? Who else is doing it and why might it work and not work for the Lakshadweep Islands? Consider both perspectives to add criticality. Why would this approach be preferable with regards to developing a destination in a sustainable manner?

Assess the potential positive and negative impacts of opening the islands to tourists (sessions 12 and 13 will be useful here). The brief mentions that the Islands have been opened using a PPP model (Public, Private Partnership) why is this important? Why doesn’t the Indian Government manage the destination themselves? It was their idea to open it after all! Could consider the positives and negatives of PPP’s here. Could also apply the Tourist Consumption model (session 5) to illustrate the multi-layered nature of the tourism product and the Tourism Value Chain and to show that customer satisfaction happens not at individual point of consumption, but over the totality of the tourism experience.

What measures could be taken to ensure effective destination management? Consider destination stewardship, EIAs, carrying capacity, resource audits, etc. What role does tourism policy play in effective destination management? Lots of useful information in session 10 for you to refer to here i.e. AITO’s Sustainable Tourism Policy. Also an effectively managed destination has a strong tourism multiplier and minimal leakages (session 11) is this the case for the Lakshadweep Islands? Is there room for improvement here?

As mentioned in the brief, luxury Tour Operator, Kuoni have started to offer the destination as part of their portfolio. What might be the benefits and concerns about this? Are there any other large-scale TOs offering the destination or is the access to booking the destination still quite limited? Who is Kuoni’s target market? Are they the kind of people that the Indian Government want to visit the Lakshadweep Islands? I.e. people who would fit with the high-value, low-impact approach.

Assess the positive and negative impacts of developing tourism in this area by exploring the complex relationship between tourism, the environment and sustainable development. Who are the stakeholders of the destination and what influence might they have? Could do a stakeholder analysis to illustrate this (session 8).

Could apply the VICE model (session 7) here to better illustrate the complexities of this relationship and also suggest some ways of how to improve its management. Could refer to what is being done in other countries here to further support your answers. It is also important to consider the role that destination analysis plays in trying to marry together the relationship between tourism, sustainability and the environment.
